I would have to give this to Frieza. Pretty sure Gohan gauged Tagoma as being akin to his 'peak' who Frieza should scale above. Whereas Cell was defeated by 'half' of SS2 Gohan's Ki (albeit Vegeta interference and Goku motivation).
