Sumeragi's highball is City Block level for surviving a fight with Dragon Corrin, however, he is able to take damage from Ryoma, although in most cases, Ryoma just weakens Sumeragi a bit (unless you have godlike RNG, of course), later in Revelation, Corrin is able to fight Sumeragi again, as well as the rest of the party, and he even dies after the battle is over, Yes, Corrin and co DO get stronger throughout the story, Hans for example, was damaged only a little bit by a bloodlusted Corrin, and by the time Corrin and co go to Valla, Hans is already dead right outside the Bottomless Canyon, Invaders are able to take down entire buildings, your treehouse thing, and even Lilith's temple, with 1 or 2 hits, a big example of characters getting stronger in FE, is PROMOTIONS, promotions are in fact canon to the series, In Birthright, you could fight Selena and Beruka alongside of Camilla, when fighting Camilla again, the two retainers are now in a promoted class, In Conquest, both Royals and Retainers alike appear again in promoted classes, Sakura, for example, appears as a promoted class in her chapter, In Revelation, the biggest example would be the chapter where you battle Anthony, the red and blue squares weakening and strengthening all enemies that dare to step onto them, other examples of growths in power is that when Azura, Corrin, and Felicia or Jakob enter Valla for the first time, they are absolutely no match for Arete, who is also defeated near Endgame, personally, I do not believe that Corrin and co made a jump all the ways from Large Building level all the way to City Block level, but this is for others to decide
Should Sumeragi be downgraded to High 8-C, or should Endgame base characters be upgraded to City Block? Personally, I think a downgrade is necessary, but maybe it's just a case of someone not realizing how strong a verse could be
tl;dr, Sumeragi has a CB highball scaled to Dragon Corrin, characters DO get stronger throughout the story, but not necessarily Large Building to City Block level, or maybe they did get that strong, this also might not scale to anyone since this is Endgame Revelation stuff, which for Severa, Inigo, and Owain, would be AFTER Awakening, and after any growths for Awakening, since they were brought to Fates in Hidden Truths, which took place AFTER Awakening
