Yeah, but he isn't effecting it telepathically or anything. Its his mannerisms, appearance, etc. If she has any kind of humanity to her than it will still work. Like, can she appreciate the personality of her friend or enjoy their company? If yes, then his empathic manipulation will work. Don't think of it as any kind of telepathy or mental attack, think of it as "this is a really cool guy, who would want to fight him?"

If the concept of time can have a friend and enjoy their company, then he can effect them with it. Put it like this, someone like Madoka, despite being an astract entity, can still appreciate Homura as her friend. An abstract who is a mostly mindless force of course would not be able to enjoy a friend or like someone's personality. Merlin could effect the previous, but he could not effect the latter

So to summarise my point, if Mami is the previous kind of abstract then she can be effected, if she is the latter then they stalemate. I assume she is a similar kind of abstract to Madoka and thus the previous
