A joke. An ironic statement based around the concept that defining tier 5 by a single subcategory is definitely "bad", but defining tier 1 by only 1-A requires more thought.

I actually tought that the least popular characters (those relegated to the final sections of the Tier lists) were the strongest ones, I remember that when I checked tier 2 I always found the other Doraemon characters at the end and tought they were like Very High Multiversal+++++Monarch Laciel said:
