Yeah any issues with the conduct or behaviour of a staff member needs to be taken to HR (usually a Bureaucrat or an experienced admin), then the issue gets evaluated and resolved in private though a brief cliffnotes version of the outcome usually becomes public with obviously sensitive information being omitted.

I think the confusion from how 1-A in the new system is the same as tier 0 in the old system. To quote Ultima:
