I know he was exhausted, but Vader never held his own, he just won by throwing a block of concrete. Vader didn't really stand a chance until he threw it.
They did duel at first. Momin apparently overpowered the exhausted Vader and wounded him, but Vader survived and used the Force to throw the block of concrete. Momin attempted to blocked the block but Vader overwhelmed him and killed him.
Here'sthe duel. Vader's best counter was holding his lightsaber against Momin's own and dodging a couple of times. It was still quite lopsided from the very beginning.
In Star Wars they usually just fight by clashing their lightsabers together instead of jumping and punching, like Vader vs Obi-Wan, presumably because they are also fighting in the Force. And in the fight Vader was able to block Momin's attacks, indicting comparable strength.
He stopped the attack at first, but Vader continued to crush down and kill him.
Blocked it very briefly, while he was monologuing. Momin heavily outclassed Vader right after.
After Momin was already heavily injured by the rock. Also, there's no indication he even used the force, the "impossible" statement refers to Momin's belief that he's the chosen one.
This does mean that Momin is unable to break free of Vader crushing him though.
And Momin did say that Vader was stronger in the beginning, and was unable to finish him off in a lightsaber duel despite Vader being wounded and exhausted.
Anyway whatever, the feat probably isn't even City level, it's too vague.
Except Momin specifically stated Vader was too strong even for him. He planned almost everything, from the Mustafarians attacking Vader (wich would at least exhaust him a little and possibly harm him) to making him using the portal, wich weakened him even further. Yes he was caught off-guard but Vader was wounded, somehow exhausted, especially mentally and emotionally due to Momin's taunting. There's no doubt Vader > Momin and Momin himself said he needed to weaken Vader before facing him.
I'm going to downgrade Luke, that seems non-controversial enough since Luke doesn't have any actual feats other than Vader saying that he was impressive during their fight.
Unless someone wants to argue that Empire Strikes Back Luke is 7-A.
Do we actually see it blow up the ice, or are you interpreting it that way? I'm fairly sure that's just Exegol's lightning, Palpatine is half-dead by this point.
