Both of them can oneshot each other.

Roland has better stamina, aiming, enhanced senses, and is much more observant.

Star-Lord is better at being tricky, and Gravity mines should be able to give him a great advantage by either pulling Roland in or disarming him via pulling his revolvers away.

However you might want to establish a starting range of a few meters. Roland's firing range is hundreds of meters while Star-Lord's is only several dozen. That makes it kind of impossible for Star-Lord to win.
 
I'm really not sure who would win tbh... they could both easily oneshot each other. It's just a matter of who does what first.

Star-Lord is better at deception and trickery while Roland is better at observing and aiming. Star-Lord has better weaponry and versatility, while Roland has far better firing game. I'll need some time to think.
 
(I'm not returning here permanently, so don't anybody get their hopes up when they see this.)

Roland was supposed to have a ton of new abilities added to his page a long-ass time ago. I guess nobody got around to doing that (yeah thanks a lot, people...), but among those was:

  • Instinctive Reaction
  • Extrasensory Perception (Specifically, the ability to intuitively sense when he's being watched, and the exact point when a person stops watching him)
  • Mind-reading (He can read minds, is capable of reading a person's thoughts before they themselves are aware that they're thinking them, and can use the latter ability to see what a person is about to do before they themselves realize they're about to do it.)
I've seen Star Lord in action (even saw Infinity War in theaters when it came out), and if I'm being honest here, he's basically Han Solo if you lowered the latter's intelligence in exchange for better offensive weapons. By contrast, Roland is weaker physically (although that had the potential to change as well), but he's also smarter, more experienced by hundreds of years, and a hell of a lot better at hitting his target when he needs to. That, added to his mind-reading and ESP abilities, throws most of Peter's usual tricks out of the window. And furthermore, Roland can ricochet his shots off walls and objects to hit his targets from around corners, which I don't see Peter dealing with very well.
