We don't have a stakataka profile, thus we need one. We also don't have some other pokemon specifically the gen7 legendaries but that is for a way later time.

Its learnset by level up. Resistances to psychic is what gives resistance to dream manip, empathic, fear manip and mindhax stuff

Also, where do Time and Space manipulation come from?

yeah t/s manip was not added for all pokemon yet, he should only have spatial manip like all UBs do with the womhole opening
