Stats equalized (AP, dura and speed). No fusion time limit. 1 on 1 and Gogeta recovers after each fight. who could Gogeta defeat in an even playing field? and who does he still lose to?

1- Vegeta (Super Saiyan Blue Evolution).

2- Freeza (Golden Form).

3- 17.

4- Anilaza.

5- Toppo (Hakaishin).

6- Beerus.

7- Vegito (Super Saiyan Blue).

8- Black Goku.

9- Fusion Zamasu (Gogeta must at least force Zamasu into his Astral mode to be considered a win).

10- MUI Goku.

11- Jiren.

12- Hit.

13- Dyspo.

14- SSJ2 Kefla.

15- DBS Gogeta.

16- DBS Broly.

18- Whis.

19- Daishinkan.

20- Zeno.

Gogeta

Worst case scenario he stops at 17. Infinite Energy/Stamina and barriers with higher durabiliy than 17's own AP make this a drawn out battle and 17 wins.

Absolute Best case scenario he gets to Whis. Gogeta should have all of Goku and Vegeta's AP multiplying attacks to get passed 17's barriers, Toppo and Beerus' Destruction energy with like Dragon Fist and 10x Kamehameha or Vegeta's Final Flash or.......Final Explosion to give Toppo nightmares.....Big Bang Kamehameha etc.....Against MUI Goku, we saw that against equal or close stats (aka Jiren), MUI can be hit and damaged quite a bit so thats up for grabs. For Hit, it depends on if he's aiming to kill or not. If he is, he can kill almost anyone with equal stats. If not then Gogeta has a chance to overpower him. For Broly he has to use an AP multiplying move early on to one shot or he's gonna get overpowered later. I think the pure skill gap is too great between Whis and Gogeta (and most of the verse canon or not) for Whis to lose in equal stats even with the AP multiplying attacks.

Most likely case is that he stops at Hit if Hit is allowed to kill.

Though I do think he can beat everyone besides Hit (Assasination techniques allowed), Broly (If his reactive power level happens enough), Whis, and Grand Priest (Due to the skill gaps),due to the sheer amount of abilities and techniques he has from Goku and Vegeta, especially the AP multiplying attacks and Reactive Evolution/Energy Absorbing.

Gogeta has moves just as potent (like his own Final Explosion), and likely even more potent (like Dragon Fist, and his page says he has 100x Big Bang Kamehameha though idk if that's just because they copied from the wiki), and he has knowledge of that move. He also has Instant Transmission for an escape. (Goku has been shown to be able to IT himself around people he senses, towards or away from,as long as he's within an unspecified radius)

Lose the skill game to Whis and Daishinkan.

Loses the hax game to Zen'o, Hit, and Toppo.

Other than that, I think he solos.

The real cal howard said:
To be honest, I forgot Hit existed.

But yeah, since he isn't limited to tournament rules here, then he should defeat Gogeta as well with all of his assassination abilities.

Since stats are equal this is essentially a skill gauntlet. Soul Punisher only works on evil beings(supposedly) so that's only like 3 people to use it on in this. I'd say it'd take a miracle to get past GoD Toppo, Beerus, and Vegito. Then we have Black's ability to get stronger if you so much as tap him too hard, Shadow Clones and Space-Time cutting Scythe.

Actually Frieza might stomp in an equalised match. He has ridiculous durability feats that are consistently depicted as far above people equal to his own power. He also has access to telekinesis (which could briefly work on GoD Toppo who was way stronger) and homing death beams. He can also function without oxygen for at least multiple days in outer space. It's plausible that Frieza could just nuke the planet they are fighting on and then just freeze Gogeta in place until he dies from being in space. Planet nuking is one of Frieza's favourite final stands after all.

We also have to consider that Frieza has a damn near perfect understanding of Goku's fighting style (considering he image trained for a year with Goku in-mind and could fight in perfect sync with him) so he might have a much stronger advantage. Most of Gogeta's martial arts skills would derive from Goku after all (Vegeta having never trained under a martial artist before).

So, yeah. With the planet nuking fondness, absurd durability, homing death beams, telekinesis and his extremely strong grasp of Goku's abilities...I think he would win. We even see in the Tournament of Power that Frieza can effortlessly counter instant transmission by simply reading his opponent so I have my doubts that Gogeta (who's martial arts prowess is mainly Goku) would be able to get the drop on him.

Probably wouldn't be as effective. Gogeta used it against a pure evil being which is why it would have had maximum potential. Frieza was capable of tanking a Spirit Bomb which would imply that he isn't pure evil (albeit it could be attributed to his absurd durability). I also don't recall Gogeta ever using Soul Punisher in GT so I see no reason to include it in his moveset.
