The time frame was undefined, but from the galaxy being shown not spinning, it's assumed that the time frame was very short (compared to Broly; the Southern Galaxy was shown spinning, implying a much larger time frame). Low end puts him at Multi-Solar System, also substantiated via scaling from Cell.

On topic: putting Buuhan in here turns this into a stomp thread, and composite SSGSS Goku wouldn't make this match any more interesting since the match would still be one-sided, just in Goku's favor. A better match would be SSGSS Goku (strictly canon feats and scaling) vs Cell (with Anime feats and scaling), as Cell needed his strongest attack to destroy the solar system, while SSGSS Goku should be nearly on par with Beerus, who is a casual solar system buster, yet Cell has more hax (Regenerationn and zenkai) and versatility (knowledge of all the moves of the Z-Fighters).
