This is a tough one. Both can use strong magic IF they have the right equipment, however, Harry has been known to master spells that can completely turn any fight in his favor. Spongebob, on the other hand, has been known to master magic in an instant, but only under certain conditions and with proper equipment. Overall, this fight would come down to who uses their magic first, but knowing Spongebob, he would most likely tale too long to actually use the magic book or his Goofy goober powers, allowing Harry to simply knock the book away, or simply just get him right then and there.
So I say, due to Spongebob's intelligence, the fact that Harry can counter basically anything Sponge tries to do, and the ability to end the battle instantly using Avada Kedavra, I give this fight to Harry Potter.
