The only thing Tsutsumi has over Spidey is AP and Durability, but Spider-Man takes it in every other department. Greater acrobatic agility, greater intellect, far greater skill, absurdly higher Lifting Strength, and Spider Sense.

All it takes is for Tsutsumi to land one shot, but I highly doubt she's gonna be capable of doing that when his Spider-Sense will prevent him from doing anything stupid. So Spidey webs her up and leaves her helpless.
