Power Armour Batman upscales to 171.27 Gigatons of TNT. Spider-Man upscales 207.085 Gigatons of TNT. So Spidey has the AP advantage, plus there’s the Damage Bonus that the TASM2 Suit gives him. Meanwhile, Batman has an LS advantage

In this end, I’m in favour of Spider-Man winning here. His Spider-Sense and Time Manipulation will allow him to act much faster than Batman, and knowing how Peter uses his his Spider-Sense and Web Rush, this is crucial.

His ionic webbing would also pretty easily eat away at the armour, leaving Batman very vulnerable as a result. Using smoke bombs won’t do anything, as Peter’s senses can easily see through those and he was left unaffected after having one of Black Cat’s smoke bombs tossed in his face. Seismic Blasts and Pressure Points would also leave Batman wide open as well. Additionally, knowing the kinds of opponents Spider-Man can take on casually (such as ex-military mercenary gangs, the Task Force, the S-01, and Smythe’s Hunters), as well as the greater threats he’s proven himself to be superior to (such as Kraven and Kingpin), Peter certainly has the capability to use his advantages to their fullest

he might be able to get close to spidey before he starts webbing him and just try to fight him close range. Even though Spider-Man is stronger Batman would have a skill advantage so I suppose it’s possible to beat him there.

I honestly don’t think Batman’s more skilled here. Spidey can easily take down gangs of ex-military mercenaries by himself, took on the Task Force’s army by himself, casually take down Metal Gear-esque robots, and could defeat Kraven, who is considered the world’s apex predator (which is backed up by how he’s toted as having legendary skills, as well as having hunted and stuffed all of the Cross-Species who had escaped), despite the fact that Kraven had been studying Parker for years. Plus, in close combat, Batman is incredibly vulnerable to Spidey’s pressure points and acrobatic fighting style anyways

There’s also the fact that the Spider-Sense and Web Rush make unlikely that an attempt at a close-quarters takedown would yield success
 
I've been told it's the base speed that's equalized, and that if the character has a faster combat speed they keep it, or else guns would be useless
