Spamton NEO's x3 Multiplier

Basically, a thing that I have always asked to myself is why Spamton NEO is not x3 stronger than his base self despite him stating so.

Is there a reason which I've missed? Because I never got an explanation to why despite searching anywhere here.
 
He only states that he has 3x the Firepower and 2x the Waterpower, but none of this really relates to AP and could generally mean other things.
