Snatcher is 21 times faster than Undyne, not Asgore. Asgore is way faster than Undyne, being able to effortlessly dodge all of her attacks. 12 times AP difference is a lot, but it's not unbeatable considering Snatcher's likely notably faster than Asgore. A
