Actually...

Sonic is the fastest in all of fiction save for omnipresents with at least Way Past Irrelevant speed while the Emperor is in a extremely bulky suit of armor he probably can't move in.

It's a horrendous stomp since Sonic would ram at the Emperor with his Kinetic Energy and The Emperor of Mankind can't even move. Not to mention Sonic is far above omnipotent because of his fourth wall breaking while the human is just a normal human in a extremely heavy suit.
