Anyway, Sonic doesn't have a reliable way to get above the cloud layer without beings stuck to one move. The Lost World boost secret zone thing is hilariously inconsistent with every portrayal of Sonic being incapable of flight without Super or Wisps. Rayquaza can just wear him down with boosted power and passive energy absorption.

It's not as he's in space and is using his boost and speed to move around the place. He's just improvising since he doesn't have the emeralds to begin with in those stages yet.
