if someone doesnt sleep, then, they have resistance to sleep manipulation, simply that, also, yes, look at Misha profile for example. she has resistance to sleep manipulation exactly due not being affected by Anos eyes

His eyes would definitely know that sleep manip is the most favourable thing to do.
It isn't favourable for Anos to sleep manip everyone, so he simply doesn't.

Why is Naruto an good example here? Naruto characters need to active their powers of their eyes, but Anos case, people just sleep, he doesnt need to active the power, it just works like that, thats how passive works

Anos' destruction eyes auto power nulled Eugo's time stop, and didn't deconstruct, mind manip or sleep manip anyone else, since it wasn't favourable for Anos.
His chaotic destruction eyes auto concept destroy Eques' fate manip, but didn't concept manip anything else, since it wasn't favourable for Anos.
There are other examples ofc.
