Well, with speed being equalized. I am going for Sonic, I don't think Luke can mind control him since Dark Gaia failed to do so, so down goes his biggest hax,. Plus Sonic has fought Silver who has telekinesis, so I am sure he should be able to deal with Luke's TK

Meanwhile Luke is superior to someone who Mind haxes 10 million people on a Galactic level scale, nothing close to what Sonic has dealt with.
Without Time Manipulation, Luke, with it, I'd go inconclusives, personally I say unrestrict it.
