Shido's fate hax pretty useless here; he needs to write in the future he wants, and the key word here is write, he shouldn't have enough time to write out the future he wants before Gohan gets to him, or decides to bombard him with ki blasts considering the distance they start at.

Shido's death hax requires to hit Gohan with particles of light, Gohan wouldn't let himself be hit by those.

Information hax only allows Shido to have knowledge of Gohan; he can't ask Rasiel what to do. Plus, as far as I know, he never used Rasiel in character.

Shido's Law, Existence Erasure, and Concept hax work, but as I said before he has an inconsistent leading move; he could lead with pretty much anything.

The best way to understand some of the abilities on Shido's profile is the look at the profile of the other characters, more prominently Honjou Nia, Hoshimiya Mukuro, and Takamiya Mio. Honestly I think Shido's profile was done half-assed, plus a lot of characters in the series are missing some hax.

So is this incon? Since it all comes down to who strikes first. Gohan has a good ap advantage since he is high 4-C+ as a SSJ2. So, if shido doesn't use his hax from the start then gohan can one shot but if he does, then he can win
