Nope. It surpass Excalibur+Stella(has power equal toanti country level noble phantasm). And even after it is weakened by Exalibut blast, it still has power to devastate entire Tokyo. Dendera was defeated after stell was boosted by three commnad seals which is huge factor. Also saber's master was Manaka Sajou who is avatar of Akasha.

I thought we were talking about Normal Gil who has only small island level attack potency... If you want to argue with mystic code Gil, sure, he could win.

You can, at least in Nasuverse. As long as your enemy specificaly weak versus that kind of attack or... Died previously from it.
