Oh my mistake, i mistead the stats for soldier on the tf2 wiki, the damage gets cut in half, not the accuracy, though that puts soldier at a decent advantage seeing as he's starting at range.

I will fix it when i get home but h canonically has a range of several hundred meters with his rifle

And that's when it's on the same level as his AP.

The feats were knocked down to 9-B with saxton hale being the only one with a legit 9-A feat

Cow mangler cannot one shot any class unless fully charged or at point blank range.
