This is pretty straight forward, currently Mihawk's striking strength justification is left blank and I intend to give it a justification, specifically this from Databook Red:

Striking Strength: Country Class (Even with one sword arm, it is still that of the World's Strongest Class.)

In terms of scaling all this would mean is Mihawk > Mihawk w/one arm > Shanks (also one arm).

Contextually speaking, it looks like it is referring to Mihawk's feat of deflecting bullets with one arm from that page...

But in practice this changes nothing really, so I don't mind.
