Upgraded body Raiden's base speed scales above this to an unknown degree due to scaling to Sam who could blitz beginning-of-game Raiden utterly, and his Ripper Blade Mode amps his speed by 10x again, which should put his speed in that mode comfortably above baseline Relativistic, as opposed to it's current "at least Sub-Relativistic" rating.
