Fairly sure real life sedatives have had trouble working on people on adrenaline rushes or certain drugs, for starters.
Also that's just how sleep works. If someone doesn't have any need for sleep you're gonna need some sort of feats to be able to induce it on them. How you gonna make a robot go to sleep

Okay I thought things out poorly
Things that make you drowsy enough to fall asleep should make you not sleep (like a hypnosis clock thing).
Problem is a thing like a magic spell that goes "poof ur asleep" or a psychokinetic power that also goes "poof ur asleep" shouldn't be resisted by limitless stamina unless the limitless stamina character cannot physically sleep.
