Well the question is pretty much in the title but I'll go into more detail:
Ignoring tier, Say for instance character A has the ability said to change every/multiple possible futures while character B just has the ability stated to change the future.
If character C is able to resist Character Bs Fate manipulation would they be able to resist character A's Fate manipulation.
So essentially if a fate manipulation ability affects multiple possible futures does that play into it's potency or is the potency of such abilities only determined by resistance layers or Tier (like 4-D or 5-D fate manip)
