Unfortunately for the Scarecrow, I'm fairly certain Slappy can easily handle him. For starters, Slappy is a master of stealth, meaning that when the battle begins, he will most likely sneak around the Scarecrow and attack when he least expects it. Secondly, Slappy has experience with scarecrows, if we look at Slappy from the Goosebumps movie who knew R.L. Stine's work well, because of the Goosebumps novel "The Scarecrow Walks At Midnight," while the closest the Scarecrow might come to knowing what Slappy is capable of is from the residents of Chinatown, the place where everything and everyone is made from fine china, but this isn't close enough to the wooden dummy that Slappy is.

And finally, despite the fact that the Scarecrow has a Wall level feat behind him, he was still easily torn apart by a group of flying monkeys, and I'm certain Slappy is both smart enough and wicked enough to tear out the Scarecrow's straw and leave him vulnerable. So, I think the victor here is clear.

Winner: Slappy the Dummy
 
The real problem is Scarecrow's reaction speed, though if Slappy does get the jump on him I do think slappy would win. Also slappy has the maneuverability advantage with his jumping feat and due to being smaller then T.S., though not by much due to being a scarecrow of a munchkin. All in all I would say Slappy wins 6-7/10 times if he gets stealth. If it was just an open field I would say it is more of a even fight.
