Here's a scaling chain, if you like.
Kirishima who is 1.2 tons, gets his arms broke by Rappa in one hit, and Nighteye can one shot Rappa.

Well, Nekomaru Nidai is 1.15 tons, he is considered weaker than Sakura Ogami, who was having struggle fighting against one Monokuma. Mukuro however, was was fighting against hundred of Monokumas (fully armed with machine guns and Rocket Launcher) and was winning.

They're about the same AP wise it seems.
If they start Hand to Hand, as Mukuro doesn't seem to have been given a weapon to start, then I'd assume that they would make contact in their exchange, giving Nighteye a chance to use his quirk.
Once his quick has been initiated, then he should be able to, rather simply, just beat Mukuro into submission. I'll side with him.

Mukuro should have some kinda gun on her person, but sadly her profile doesn't tell us.
