So...incon or Gaster imo.

TOYSHK seems at his best in his "realm", and though TOYSHK has some "hax" they aren't really used for combat, so it is unknown if they can. As is, TOYSHK can't get passed Nonexistent Physiology (Physical and Mental), Non-Corporeal, Immortality(Type 5, due to his nature as both existing and not existing simultaneously). Gaster can possess or void manip to defeat TOYSHK, but his abilities are vauge and never used in combat either so that may be uncertain. None of the animatronics TOYSHK could make would help at all, and that seems to be his main way of attacking someone. So yeah, incon. Neither have a reliable/confirmed/non-vague way of defeating the other.
 
This is either a big fat inconclusive or a stomp for Gaster, really. There is no way that TOYSHK can hurt or kill Gaster, due to existing all across space-time and across multiple universes, so this all depends on what Gaster can do.

But considering that Gaster instantly yeets the player whenever they try to name someone Gaster, I think it's likely that Gaster could do the same to TOYSHK if he's bloodlusted. And considering that non-corporeal is nothing special at all in UT, this shouldn't prevent him from killing it.
 
Maybe Gaster, but I'm leaning towards incon heavily here FRA. There are ways to say Gaster can win, but most of them are theoretical and not official.
