Ok, haven't done one of these in quite sometime, from what i have seen of the Digimon profiles, Shoutmon at his strongest and Zeed are both 2-A/Multiversal level+, So who takes this?

They forced ZeedMilleniummon apart from the inside. So no, X7 did not beat Zeed.
The best feat X7 has was beating DarknessBagramon which posed a similar threat to the Digimon Multiverse and could even access other timelines and realities while in his weakened guise as the Clock Shop Owner.

alright defeating ultimate chaosmon and darkenessbagramon are good feats, but zeed has better feats and has too much HAx for X7.
