Shouldnt hits last resort attack be high 3-A?

When hit uses his last resort attack vados stated that jiren transcends time for doing this, which is why jiren is given a universal plus rating. So why isnt hits last resort attack universal plus or high universal if it requires that much force to counter?

1. Vados is simply saying Jiren is so strong that Hit's time stop doesn't fully work on him. That ball in Hit's hand wasn't going to harm Jiren anyway, just knock him out of the ring.

2. We don't know how much power Jiren was using. Given he simply just glared Hit's "Last Resort" attack away it wouldn't be Low 2-C.

3. That statement from Vados is not the reason for his Low 2-C rating, Read his page. Jire

I know it is not the reason. But my point is that if we take the statement as legitimate then how comes we dont consider overpowering it high 3-A or the attack itself high 3-A? Since vados did say it requires time transcending power to overpower
