Why can't characters be assigned a 5-C tier without calculations?

The Attack Potency page says that characters can be assigned 5-B, 4-C, 4-B, 4-A, 3-C and 3-B tiers without calculations if they've been shown to or have been stated to be capable of "destroying the earth" or "destroying the sun". But why can't a character automatically be given a 5-C rating for destroying the moon? Shouldn't a character also be able to have a 5-A rating if they have a feat/statement of being able to destroy Jupiter or multiple planets in our solar system at once?

I agree they should be given 5-C without calculations if they destroy The Moon, but it has to be Earth’s moon. Moons can vary massively in size to the point of infiltrating other tiers, so if it is a moon other than our own it has to be calculated to determine if it is of appropriate size for the 5-C tier.
 
By default when it comes to blowing up moons or planets we assume the size of our Earth or our moon as a default, unless specified.

Well that depends on how violently they were destroyed. Depending on how fast the debris moves, it could go as far as High 5-A. Otherwise, it's just baseline 5-C, 1.24E+29 J (GBE of our Moon).

In most cases where we have no cinematic timeframe to rely upon, blowing up the Earth is just... baseline 5-B, 2.49E+32 J (GBE of the Earth). Blowing up the Sun normally is 4-C, 5.693E+41 J (GBE of the Sun).

So shouldn't characters who have statements or feats of destroying the moon be able to just get the baseline 5-C rating? Characters like The Annoying Orange and SCP-2117 were given 5-C ratings just for those feats alone even though there weren't any calculations for it
 
That's literally the standard procedure for such feats.
As OP mentioned, that is contradicted by what is said on the Attack Potency page:

“Tiers between 9-A and 3-B, even those which do correspond with their namesakes, should not be assigned unless there are accepted calculations, multipliers, and/or reliably stated precise Joule values that correspond with those ratings, as many verses can have their own context result in these feats being above or below their namesakes. The exceptions are that the lower borders of 5-B, 4-C, 4-B, 4-A, 3-C, and 3-B can be considered standard calculations for destroying a planet, a star, a solar system, two or more solar systems, a galaxy, and two or more galaxies respectively, and adding those tiers based on those specific feats is allowed.”
