Shouldn't all the Hakaishin have limted Matter Manipulation

The Angels trains the Gods, some Gods showcased limited manipulation: Beerus, Iwen, Liquiir and Arak.

This is further backed up by Beerus who asked Whis why were the Gods doing it, as he thinks that is the job for Angels, not them. If we strecht it a little, we could say Beerus himself created the Z-Sword and sealed the Old Kai in it while he was at it.

You did not watch the last episode, didn't you? They clearly created the Katchi Katchin as the Daishinkan showed no signs of lending them a helping hand. The Gods had to fix the Arena thenselves.

For now, it's just possible. It wouldn't be that big of a stretch, but still really weird since their job is to destroy, not to create. If anything, they have telekinesis for moving these Kachi Kachin pieces like that.
