Shoto Todoroki is many things, but...
When Shoto is described as "strong", he is EXPLICITLY described as having "excellent judgement, execution, mobility" and a Quirk that surpasses the likes of Izuku and the Pro Heroes, rather than having greater physical strength—powerful and skilled, but not physically superior.
Like, Shoto never engages in a physical confrontation with Izuku, maintaining his distance throughout the entire battle in order to capitalize on his long-range fighting style and because Izuku keeps him at a distance with his Delaware Smashes, meaning that Izuku has zero knowledge of his physical ability and, thus, nothing to reference when gauging his physical strength. The only time the two ever enter arms length is when Izuku blindsides Shoto and punches him in the stomach, throwing him across the arena. Izuku's remarks, logically, couldn't be in reference to his physical strength.
Unless further proof exists, Shoto has zero reason to scale to Izuku's physicals.
- City Block level (Stronger than Base Deku and most Pro Heroes)
- Athletic Human (Faster than Base Deku)
- Class 100 (Base Deku considered him strong in every way, which would include his physical strength)
