In chapter 293, he was able to briefly restrain Shoto and Shoto was only able to escape when Midoriya separated them with Blackwhip. This means Dabi's lifting Strength could possibly be "at least class K" due to Shoto not actually being able to break out of Dabi's hold

Right, I get that... but it's also vague. There is no scene where we can say "He is now X times stronger than before" or "This feat becomes much more effortless for him than it did previously."

If it is just "He is vaguely stronger than before", then I don't think upscaling is warranted. Probably an "At least" rating is better.
