Kiritsugu would need intel on shirou before he can decide the best way to kill Shirou.

According to the OP, both are bloodusted. The best way for Kirirsugu is literally use his Accel time and use origin bullet for the best effect.

Also I just derped in my head is like “Oh, the first bullet is Origin Bullet when it was Kayneth letting the bullet come through.“
