I vote to Wendy, though she cannot win this easily.

She is portrayed as stronger than Dipper. Similar to Dipper, she is more durable than She-Hulk, has better experience than She-Hulk, better lifting strength than She-Hulk. Considering how she survives in Bill's weird world, who is far more dangerous than MCU She-Hulk no matter how you upgrade wank Bill or downgrade Bill (it also means that she has better stamina feats than She-Hulk).

She-Hulk doesn't typically range spam. She only uses thunderclap when the opponent is far away and will always try to close the distance for melee after using it once.
