Several questions about higher dimensional beings

In fiction, whenever there are statements of beings on a higher plane of reality/existence. Or being in a higher realm of power, does that always quality for being a higher dimensional character? Or are there other requirements?

Also, going by this definition of the 5th dimension, would creating a universe(similar to our own, but also different) make alternate universe creation a 5D feat? http://www.universetoday.com/48619/a-universe-of-10-dimensions/
 
To the second part: No, creating a universe, no matter in which dimensional space still only means creating a 3/4 dimensional submanifold in n-dimensional space. So it would only be universe level.

One can also define universe as "everything there is" which leads to the interpretation of a 10 dimensional universe, but that isn't what usually is meant when a universe is spoken of in fiction. A universe in fiction is only assumed to consist of 3 dimensional space and a dimension of time.


To the first part: That depends strongly on context. A higher realm of power would most likely be interpreted as just being vastly more powerful.

A higher plane of existence can for example also mean such things as enlightment.

All in all usually things should either be better explained or at least being supreme in comparison to the universe and normal characters should be established.

And obviously the statement should not be contradicted by characters that aren't established to be higher dimensional being capable of putting up a fight.
