Not equal.
Basically, Uncle is faster and has better abilities, but Min-Su is superior in stats and once he divides Durandal, he will catch up. So it is either Uncle figures out a way of beating him in time or gets sliced. That's how I see it anyway.

Along with that, he also has divine mode which gets him into blitz tiers. If they somehow become 'equivalent', the moment he uses this its over.

How can those abilities sucessfully put Min Sui down before Min Sui closes the distance and breathes in Uncle's direction? Min Sui can deal with Uncle's swiftness by just creating large explosions that can cover up to Hundreds Of Kilometers upon impact vapourizing him in there. The abilities wouldnt matter unless they have some sort of dura neg, or ability he doesnt resist which can harm him as physical induced attacks almost 1000x weaker than him is doing absolutely nothing. I believe Min Sui can comfortably take down Uncle with his amps, AOE, Range, Skills and stamina as he has incredible stamina feats that extend to Immortality type 2, i dont even think Uncle can put him down fast even if he has an ability that harms him.

Well, Uncle has Enhanced Senses via Spirits, that might notify him of how dangerous Min-Su is even before the latter attacks. Even if not, he will quickly pick up on the fact that he can't actually damage Min-Su, while dodging the responses or distracting him with illusions or turning invisible. These revelations will force him to use either BFR or Memory Erasure.
