There's no real canon, stories may contradict and differ from each other, and are not canon just because they are uncontradicted.

Foundation Tales are essentialy fanfiction written about the SCP universe, and should not be used as a canon source in any way.

You can only work with the amount of information you are given in regards to a character. If there is a concrete proof of text that a character can do a feat, and if there are no other sources that contradict it, we take the feat described as it is.

In SCP's case, his death can destroy an entire timeline. I believe WeeklyBattles made a very good case for this.
