That being said, I don't know or think if it's been confirmed yet that the Cicada can control the narrative. It's an immensely powerful entity that can feed on faith and for sure manipulate reality and perception to an extrent where it causes massive damage to a reality.
BUT, I feel like it adapts to narrative more so then manipulates. As when the Foundation thought they cut off its food supply, it instead hibernated and moved onto another food source. Showing that either it could adapt to what people were trying to stop it from doing OR it never had a problem in the first place. Which is kinda what I think.
I guess it does count considering it's implied to feed on other concepts but I wouldn't necessarly call that manipulation. It's more of its nature.
