I think I understand a bit, have can not make restriction on the Direct Power like Hax but have can for all regards speed, AP, Durability ect ...

Nah what I meant by AP restriction is for example :

Characters A = Universe Level Vs B = Universe Level except that B has a multiverse level, therefore have "restricted" its multiverse form to Universe as it has access to it, It is a kind of equalization
