Dongtae won't use time stop right away, though he'll use it rather early. Sans will have some time to hurt him, tough Dongtae would likely activate timestop if he felt that he the gravity.

You don't normally get your gravity increased and your soul thrown on the ground and not notice it. Good lifting strenght or not, he still is well awere of his own weight.
