It's kinda hard to say, but I think Genos would be better at hand-to-hand combat since he's been fighting longer than Sanji has and has learned to adapt, and as I mentioned before, Sanji restricts himself from using his hands in a fight.
Well, Sanji utilizes a kick based martial art that he created called Black Leg Style, which is a unique combination of Brazilian Capoeira, French Savate and Korean Taekwondo.
Keep in mind that the temperature difference is VASTLY higher. You're using Genos overheating after using his 10-second mode as evidence, which was hot enough to make his arms turn white-hot. White flames are the second hottest flames, and he was able to endure that heat for at least ten seconds using an upgrade that prioritized attack by sacrificing defense, though admittedly it's unclear how big the gap in technology is between the two keys. There's literally a saying white-hot because of how ridiculously hot white flames are. Sanji can't produce flames nearly that hot, and it wouldn't make sense if Genos' internal body couldn't withstand his own heat. I also don't think Genos can feel any pain given his cybernetic body, so it's not that big of an advantage for Sanji. Genos also has some pretty good experience, arguably just as much if not more experience than Sanji. Sanji's fought against opponents like Kuroobi, Bon Clay, Wanza and Jabra by this time. However, Genos has also fought against many different fighters such as Mosquito Girl, Armored Gorilla, Deep Sea King who was an expert fighter, G4 who had a variety of weaponry and skills at his disposal, Sonic who is a ninjutzu master, Face Ripper and Awakened Cockroach, all of whom were very powerful fighters. His skills were also good enough to contend against Garou, a master martial artist, and put him on the ropes. I think that level of experience trumps Sanji's battles experience.

Genos' upgrades only increase his firepower, not his skills. So, even in BoS, he's just as skilled.
