Alright this is a tricky one.
Due to gandárlf already being active Saito will see her slower than she actually is. Saito will use that chance to try and attack obviously.
Her emphatic manipulation and morality manipulation looks like it isn't gonna do much to Saito looking at it though I may be wrong. Saito will absorb all her beams and etc with derfflinger. so I'll vote for Saito.
