Nowhere. Claire has range and area advantage with handgun, shotgun, SMG and flamethrower. Because she proficient with firearms.

Bullet time or not. Where talking about highly-trained and well-experienced cops/soldiers and mercs against a high school girl? The only time Sakeo dodged a bullet in the anime was not ebcause she solely dodged it but because the guy wasn't actually aiming to hit her. Besides in training and experience the RD Girls beat her. (So yeh bite me HOTD fans XD)

But Saeko can bullet time

She can dodge only sole bullet. The main problem is that Claire can score headshot from 25-30 meters without aiming. It goes more troublesome if Claire armed with shotgun. SMG makes it's even more trivial - Run'n'Gun allow area denial. Flamethrower is short range weapon but certanly it has more range compared to katana.

Saeko has decent chances to win only in melee range where's Claire is limited mostly to her knife. But we should remember that she can beat Lickers and even Tyrant with knife (if player is skilled enough).
