Round 1: Flashy Flash. He's stronger and much faster than literally everyone else.

Round 2: Either still Flashy Flash, or maybe Genos if we're including 10-Second Mode. They'd stomp everyone else, and in a 1v1 they'd just need to land a single good hit on the other. Flashy Flash would get annihilated by 10-Second Genos' blasts, and Genos in that state is a glass cannon. Since speed is equalized, FF blitzing isn't an option, but he'd probably be able to outlast 10-Second Mode.
