Assuming both sides have all of their equipment, Ryu should take this after getting his time stop off. Saitama's saving grace is his ability to one-shot his enemies with his absurdly superior speed and power, but when deprived of that he's ultimately an extremely vanilla fighter with no special qualities.

Considering that one of the guy has a sword while the other guy doesn't, as well as their durability/AP matching, I am confident that Ryu can take this match with relative ease.
That is excluding his ninpo and all his other abilities at his disposal, while Saitama only has his speed (which can't really be used because speed is equalized) and his fists, which can only do so much.
