I agree the user is a troll based on his or her contributions so I support a ban toward this user.
 
Would an IP block of the person behind The Best Hacker and AogiriKira2 accounts be reasonable under the circumstances? It's quite clear that this has been going on for some time, with the same person repeatedly making sockpuppet accounts specifically to harass AogiriKira.
 
I blocked him. Also, stop talking about the trolls.

(We IP block them, yes, but they use VPNs.)

We can block their IP Address, but they have ways around that due to VPN. For VPN blocks, we could ask Fandom about that.
