I think so, yes. From what I recall, I checked and thought that he was only doing cleanup work, and applying an accepted revision, since he seemed to genuinely improve the quality of the pages.

You still need to make a CRT to apply those calcs, you can't just randomly apply them to the profiles without making a revision for them first.

It depends. If a verse has no previous calculations as a basis for the statistics, we tend to allow accepted blogs to be used as a basis without CRTs, if it is too hard to get staff replies in this regard, as what is applied is still a big improvement.
However, if it is a popular verse with preexisting calculations for the same feats, accepted CRTs are obviously also necessary.
